Into the "Twelfth Five-Year Plan" period, the progressive realization ofChina’s higher education elite education to mass education transformation, andthe employment of university students appears difficult social problems, andaroused the concern and attention in all aspects, although this result a socialproblem for many reasons, but the students themselves the employment level offorce is undoubtedly an important reason. In this paper, Xi’an University for thestudy sample, combined with findings from the employment abilities, build onthe university system of vocational ability development, capacity developmentfor strengthening vocational college students to enhance employability level ofresponse.Full-text is divided into six part. The first part, define several conceptscovered in this article, and elaborated on the research background andsignificance, research ideas, research methods, main contents and framework ofthe structure and innovation of this paper. The second part is about theprofessional capacity development concepts, theories and research according tothe situation described by the system of reading ability on employment andforeign scholars, professional competence, professional capacity developmenttheory, research and analysis of this article as a theoretical basis, and describesthe philosophy of vocational ability development, education, management basis.The third part is based on a sample of Xi’an and based on social survey methodsand disaggregated data of Xi’an Statistical Yearbook2010, on the impact forcelevel of employment of university graduates have the ability to project thesituation, the degree of importance and status of the development ofprofessional competence for research, from different perspective of theuniversity undergraduate level as well as current students employability statusof the development of professional competence. Students to analyze the demand characteristics of the development of professional competence, professionalcompetence of university students developed to further clarify the problems andcauses. The fourth part is based on the analysis of the employment of force hasbeen the level of current college students, professional capacity developmentsituation, under the employability-oriented development system to buildprofessional competence of university students need to eventually build a forceof employment-based vocational ability development college students system:the horizontal objectives, including development of professional competence,subject, content, methods, protection and development of professionalcompetence of university students the effect of assessment. Vertical, includingself-development, school development, and after graduation, includingprofessional organizations to develop capacity development in three stages,described students of vocational ability development system operatingmechanism, and to make vocational ability development is important anddifficult.Part V is to enhance the professional competence of university studentsdeveloped countermeasures. Made several recommendations to improveeffectiveness, including four areas: by increasing students’ ability to developself-awareness and professional skills, relying on the resources andcharacteristics of higher education disciplines, to expand school-enterprisecooperation, to strengthen government regulation mechanism through which tostrengthen the students professional competence in the development of specificcountermeasures. Part VI is the conclusion and the problem needed to furtheraddress.
