With the development of nations and societies, the exchanges between China and othernations and regions in the world have been conducted more frequently than ever before.Among all the exchanges and communications, speech as a communicative means plays amore and more important role on international stage. Political speech weighs heavily invarious speeches, which is an effective way for people who speak different languages tocommunicate with each other. Interpreting makes this kind of communication come true,but there are barriers caused by cultural differences to the communication in real life. Thispaper analyzes the cultural factors in political speeches and discusses the influences whichare caused by those factors. Coping strategies and techniques are brought out for dealingwith those influences which could guide the practice.There are four chapters except for the introduction and conclusion parts.The terms of political speech, interpreting and culture are introduced in the firstchapter. Political speech is one of the important types of public speech, which is a kind ofspeech to state the positions, to declare the viewpoints, to claim the opinions on the internalaffairs and diplomatic relations of a nation, and plays a significant role in political affairs.Interpreting as a translation activity fulfills the cultural communication in the process oflanguage transformation. However the quality of interpreting is definitely influenced bycultural factors.In chapter two, three major types of cultural factors are concluded, which are culturalfactors of knowledge, language and conception. All those factors are talked about fromdifferent levels and the influences on interpreting caused by those factors are pointed out.In chapter three, with the analysis of real cases, applied theories and techniques forovercoming the influences caused by cultural factors are discussed. The relevance theoryand the optimal relevance principle are brought into this chapter, which have a positivemeaning to solve the problems aroused by those factors in interpreting.Based on the analysis above, the author puts forward some suggestions in the forthchapter. The awareness of intercultural communication is one of the important characters ofa good interpreter, so it is very important to cultivate the awareness in interpreting teaching and learning. It is impossible for someone who wants to be a good interpreter without thesupport and instruction of some related theories. The learning process of theories isunavoidable. With the awareness of intercultural communication, solid theoreticalfoundation and daily training, it is possible to be an excellent interpreter.In the conclusion part, the author concludes all the chapters above, then points outshortcomings of this paper and the direction of future researches.
