In order to eliminate the Communist Party, relieve local social development, develop the village education,and integrate local order, The national government determined to carry out special education in five provinces from1930s to1940s.Its main implementing agencies are zhongshan people school and special education tour of teaching mission. After1937,with the full outbreak of the sino-japanese war and domestic changes in the principal contradiction, special education’s focus shifted to mobilize the people to suppport the war gradually. The introduction started in1933.With the implementation of the new country system, special education was incorporated into the national education in1941. Special education played a very important position in the history of education and the modern political system. On the other hand, it had a major impact on the sino-japanese war,rural construction, the KMT and the CPC. In the background of "independent education", special education led to the thinking of the relationship between church and state.This thesis consists of four chapters to discuss the special education of nationgal government. The first chapter discusses the formulation of the special education of Nanjing national government, including the origin of the special education and the main content. Chapters Ⅱ and Ⅲ is the main part of the articl which discuss the focus of its work according to the domestic changes in its eight-year implementation process. Chapter IV of the article is mainly theoretical upgrading which based on an objective assessment of special educational effectiveness, and further discusses the nature of special education, namely special education both political education, social education and EFA three natures. In the conclusion of the article finally, the article illustrate the relationship between politics and education which take to the theocracy characteristics of special education as a starting point and discuss whether we should maintain what kind of relationship between politics and education in order to achieve "harmony"? And exploring the independence of the education and non-independence by this way.
