Chang-Zhu-tan urban agglomeration locates in the northeast of Hunan province, which is the core of the economic development pole of Hunan province. Frequent city security problems and hidden danger in lifeline system threaten people’s daily life and work, and restrict the normal functioning of the city. Chang-Zhu-tan urban agglomeration lifeline system security research, is of important theoretical and practical significance in improving and deepening the lifeline theory system. The research also has great value in improving the urban management level, optimizing the urban construction planning and constructing two type society.The research bases on a comprehensive grasp of the lifeline system current situation and its cause, by bridging the connection between urban lifeline system and urban function.This research takes seven cities as the object, focuses on road traffic, power supply, water supply, drainage, information dissemination, ecological environment and medical health, with6types of subsystem and29indexes included in the index system. On the basis of relevant materials in2010Hunan and Chang-Zhu-tan statistical yearbook, this research comprehensively evaluate the lifeline system security of the region, applying the principal component analysis and cluster analysis method, and construct appropriate safety system according to the evaluation results. The results of the study show that:(1) using the principal component analysis, get the first three of the principal component values, which can represent the change of the original variables29, the principal component1stands for the power supply, water supply and drainage information dissemination of index. The principal component2stand for ecological environment index. The principal component3stand for road traffic index. And the research finally get Chang-Zhu-tan urban agglomeration lifeline system security in order, namely in Changsha (4.55), Zhuzhou (2.57), Xiangtan (2.03), LiuYang(1.82), LiLing (1.97), Shaoshan (2.03), Xiangxiang (2.60).(2) Chang-Zhu-tan urban agglomeration can be divided into three different levels of zone taking lifeline system security development as a consideration. Namely, lifeline system security higher development zone, including Changsha, Zhuzhou and Xiangtan; Lifeline system security medium development zone, including LiuYang, LiLing; Lifeline system security lower development zone, including shaoshan, xiangxiang. At different levels of development zones, the urban lifeline system security has interval similarities and differences(3)Construct lifeline security guarantee system in Chang-zhu-tan urban agglomeration on the basis of the result of correlative evaluation of this agglomeration. Security system including public security planning measures, science and technology measures, management system measures, laws and regulations measures and education promotion measures. Management system aims to make all the departments of the cities functioning as a whole, and establish a unified organization; laws and regulations should aim to avoid legal department work as divided part, and to formulate unified public security the basic law; education propaganda should aim to make the government and society cooperate with each other, and constantly improve people’s safety consciousness and self-help skills. Specifically, cities like changsha should focus on strengthening the road traffic infrastructure; LiuYangShi should improve the quality of the road surface and aseismic performance; Zhuzhou and xiangtan should pay attention to the construction of energy saving and environment protection; Liling, Xiangxiang and Shaoshan should continue to improve the corresponding elementary life supporting equipment.
