Art is an activity that is very practical, especially musical art. Quality education is playing an increasingly important role in enhancing university students’overall quality and humanity connotations of higher education institutions. Music education in regular higher institutes is an important component of quality education and even of ideological and moral education.With the time changing,"post-90s" differ significantly in the demand for personality tendency from the university students of other periods as a new generation of university students. Against the background that the contradiction between traditional indoctrination in music education and personality traits of the students of new generation is increasingly prominent as well as that resource invested in music education in higher institutes currently are universally inadequate, music educators in higher institutes shall improve the teaching model of higher institutes music courses and encourage students to participate actively in extra-curricular music activities, in order to better promote and realize college music quality education.In the light of this phenomenon, from the perspective of cognitive learning theory, the article try to bring about a new research and interpretation, to expound and prove the influence of music teaching and practice on higher institutes students’music quality through the survey and summarization of the status quo of music teaching, musical practice and music quality of higher institutes students in10higher education institutions in Zhejiang Province on the basis of the researches on the status quo of music education in higher institutes at home and abroad. It is found that the organic combination of music courses in classroom and musical practice make a contribution to cultivating students’ interests and hobbies of music, cultivating their sense of innovation and improving the ability of exercising theoretical knowledge and basic skills. It is also an important method to test the quality of music education and to feedback and promote reform in education. In the end, the article try to bring up specific proposals against the difficulties and bottlenecks existing in the current music education in higher institutes and to build a positive impact mechanism of the higher institutes music teaching and practice, in order to provide a reliable and referential basis for the optimization of the higher institutes music education.
