The grain problem has been the attention and concern of the Communist Party and state leaders. It is a major issue of people’s livelihood. This article mainly studies Shanghai grain plan supply and external transporting food during1958-1962. Before the state monopoly for purchase and marketing policies, the Shanghai food supplies came from grain market and supply market benchmark, allowing free purchase and sale. In the implementation of the state monopoly for purchase policies, the Shanghai food supplies began market-oriented to a state-owned monopoly led by the Government. Since then, the comprehensive national had to ensure the increasing demand for food in Shanghai. So the country had to break the original supply of food law, and widen the transferred food from all over the country. It is not confined to Jiangsu, Zhejiang and Anhui provinces. However, with the increase in population and economic development, Shanghai’s food situation has become more critical. The research of Shanghai food external supply is still weak, and the research is not very rich. Under the premise of a lot of access to the file, the article is proposed to conduct research on the Shanghai Grain external supply (1958-1961) problem.The food external supply of hanghai has a large supply of complex varieties between1958-1961; the government must think how the food external supply came from. Shanghai mainly developed food allocate transport, strengthen the unified management It should expand food sources, and strengthen fraternal provinces coordinated operations. It need other measures to ensure the food supply of the people in Shanghai.Through a variety of means and methods, the state finally supported Shanghai grain supply in the difficult period of1959-1961.The Shanghai food external supply expectations during this period has some lessons to be learned. At the same time, it is intended to provide some inspiration and reference for today’s food supply.
