Study On The Grain Problem Of The Anti-Japanese Base Area Of The CPC

Grain is an important resource for the people's livelihood and has important strategic significance for all countries.During the war,the important role of food will be more prominent.During the war of resistance against Japan,the anti-Japanese base areas under the leadership of the Communist Party of China were blocked by the enemy and puppet economy,the level of internal agricultural production was lagging behind,the natural disasters and man-made disasters continued,and the food problem and food situation were very serious.The contradiction between the needs of party and government and the backwardness of food production has always been one of the main contradictions within the base.This article mainly examines how the anti-Japanese base areas of the Communist Party of China solved this contradiction.The research on the food problem of the anti-Japanese base areas can grasps the context of the grain work in the border areas during the war of resistance against Japan,and know how the border governments solve the problem of grain consumption of the party and government,which can also enrich the relevant content of the research in the field of food policy during the war of resistance against Japan.At present,the academic research on the grain problem of the Hebei-Shandong-Henan-based base areas is concentrated in the fields of safety and production.This paper attempts to proceed from the four main aspects of grain revenue,custody,expenditure,and food and social livelihood,and conducts a comprehensive and systematic study of the food problems and the results of a series of measures to solve the food problem in the Jiluyu base during the war of resistance against Japan.In the case of food revenue,the measures to improve food revenue are main analyzed,such as how to increase food production,how to establish a tax system,how to collect food and so on.In the food management and protection aspects,to study the food conservation,grain trading control and management,the food struggle of the enemy,and the establishment of its grain management institutions;in terms of food expenditure,to examine its food supply system,as well as its continued support for the front line of war;in terms of financial and livelihood difficulties,to mainly study the base areas is how to solve the problem of military and civilian food in the face of famine and war and other difficult circumstances.The research on the grain problem in the Jiluyu border area can also provide some reference for some related agricultural problems that China now is facing.
