Chengdu’s Public Security Information Construction Situation And The Countermeasure Analysis

We live in an era of rapid development of science and technology. With the extensive use of science and technology in all areas of social life, and modern technology is more and more important on the anti-crime campaign. In modern era, the public security organs must catch up with the latest trends in the development of modern science and technology, and apply modern S&T in police training and public security work. Only by so doing, we can fully perform our functions and improve our management and control of dynamic levels of society, effectively improve the public security work, and enhance social stability.Since the beginning of "Golden Shield Project", along with the development of Public Security Information project, the public security work and the team building have taken on a new look. Every policeman’s consciousness has been improved a lot. And the public security organs have gotten greater ability to crack down crime. However, there are still a lot things needed to do to improve our work contents and work instrument.Information technology plays an important in the administrative functions of the public security organ. It helps some police departments regulate enforcement of law, improve efficiency and convenient for people. These police departments take charge of household register management, road traffic management, immigration, border and so on. Public security information construction has made fruitful application of the results and won wide praise.In order to promote public security information construction for sustainable development, this paper is based on the point of public administration and attempts to study public security information technology in Chengdu, as well as the analysis of its present situation. By making full use of public management, e-government, systems engineering, and other interdisciplinary perspective, the author finds the main factors hindering the development of Chengdu’s public security information construction, and puts forward relevant countermeasures with practical work.This paper consists of five parts. First, through the literature review it summarizes the present situation on public security information and some achievements on research both at home and abroad. Second, it expounds the definition, features, construction system, values and goals of public security information, reviews the development of Chengdu public security information history. Then, it also briefly introduces construction of similar projects both at home and abroad, compares certain data of some cities in China. Next, by systems analysis the author finds the main factors hindering the development of Chengdu’s public security information construction. Finally, with reference to new public management theory it puts forward relevant countermeasures in practical work.The author believes that we should learn the new public management theory in the public security information technology development process to improve information consciousness of the police troops; to achieve specialization management through rational division of responsibility, to ensure effective management by establishing intendance management system, to enhance information construction project; use to promote continuously policing process management and police mechanism in the campaign of "agile development", to strengthen performance evaluation, to promote data acquisition, to establish information leading mechanism in the whole security work; to implement human resource policy, and to increase communication channels and encourage public participation.
