Study On Problems And Countermeasures For Information Constructions Of Liaoning Provincial Public Security Department

As an important functional department of Liaoning Provincial People's Government,Liaoning Provincial Public Security Department should assume the responsibilities of maintaining the stability for social public security,investigating criminal cases,and exercising executive and judicial power under its jurisdictions.As information technology has developed rapidly,it plays an increasingly important role in the public security works.To carry out information construction for public security,folly apply advanced information in the practices of public security and promote the further integration between information technology and public security works have become essential ways for the public security organizations in Liaoning province to improve their core fighting capacities.In recent years,Liaoning Provincial Public Security Department has achieved considerable progresses in its information constructions.On the other hand,problems that hinder the healthy development of its information constructions still exist.Based on the actual conditions of information construction works in Liaoning Provincial Public Security Department,this article has drawn lessons from the advanced experiences of governmental information constructions at home and abroad,followed the logical ideas "propose problems,analyze problems and resolve problems",adopted document analysis method and empirical analysis method as well as theoretical knowledge related to science of public management,sorted out,analyzed and researched collected references and empirical information,consequently illustrating five disadvantages about the information constructions in Liaoning Provincial Public Security Department,including:Each police affairs system is independent and scattered;difficulties in ensuring the data-collection quality;difficult access to outside social resources;insufficient practical combat efficiency;the level of technicians cannot meet the requirements.After deeply analyzing the reasons for these five problems,the author has put forward the development concepts and patterns for the information constructions in Liaoning Provincial Public Security Department.The author also proposed corresponding countermeasures in terms of scientific planning for the information constructions in the public security,standardizing fundamental information collection works for public security sectors,promoting the sharing of data among government sectors,enhancing further integration between information constructions and public security businesses,and strengthening team constructions for technological and information,which has provided a scientific basis for Liaoning Provincial Public Security Department in their future decisions-making concerned with the planning and development of the public security information constructions.
