The Research On The Equalization Of The Basic Public Service

Since The reform and opening up, the demand of the basic public service the whole social boosting rapidly, so it is urgent to build the basic public service system which benefit 1.3 billion people and equaling the basic public service .Equaling the basic public service refers that the goverment provides the basic , variational and eventually approximately equal public goods and public service. The equalization, is not completely average, but the equality of opportunity, results, and give the social members the right for change freely The equalization aims to make equal between the urban and the rural areas, east and midwest areas , the rich and the poor , and focus on the rural area,the Midwest and the weak social groups.Based on " Making the basic public services equal for everybody", which is the objective for the thesis , the thesis try to discourse the basic theories about the basic public service firstly, which includs the meaning\character\theorical base and the signification on the equalization of the basic public services.This research shows that: the equalization of the basic public services is very important , At present, equaling the basic public service in our country is benefitial not only for the national unity and political stability, but also the resource allocation and the economic development, fair and social harmony. Therefore, equaling the basic public service is absolutely important.but, at present, the supply of the basic public service is inequal between the urban and the rural areas, east and midwest areas , the rich and the poor . Based on a thorough analysis about these problems, the cause of inequality,:which includs unsicentific mechanism\unfair system\unperfect financial system. This research puts forward the corresponding proposal, namely: Firstly, socialization for the supply of the basic public service, Secondly,establishing a fair system of the basic public service, Thirdly, perfecting the financial system.
