The concept of“Preventive Diplomacyâ€is firstly put forward by SecretaryGeneral of the United Nations, Dag Hammerskold in the 1960s. The basic meaning ofthis term is if there are conflicts outside the cold war region ,UN shoule interfereto avoid larger conflicts caused by the super power’participation.The formulationdid not gain general attention at that time. After the cold war , Secretary Generalof the United Nations Boutros Boutros-Ghali took“Preventive Diplomacyâ€up andexpounded this concept in his report called“An Agenda for Peaceâ€.this enrichedthe connotation of“Preventive Diplomacyâ€and made it more konkret adj.From thenon“Preventive Diplomacyâ€received general attention from every governments andscholars.The connotation and denotation of“Preventive Diplomacyâ€were expandedconstantly.Due to the differences in interests of all countries as well as the academics’differences of academic background , the international community has not formeda unified authoritative definition of preventive diplomacy.The first part of theessay will expound systematacially the connotation and the rise of preventivediplomacy and neaten the development of preventive diplomacy simply.this essayasserts that“Preventive Diplomacyâ€is that: After the disputes between differentcountrys or the domestic disputes that have major international impacts arise ,the United Nations, sovereign states, regional organizations and individuals makegreat efforts in politics and diplomacy in order to prevent disputes from escalatingand leading to the emergence of large-scale violent conflict.The main purpose of this essay is to neaten the development of preventive diplomacyin the post-Cold War, so the second part will focus on the practices of Chinesepreventive diplomacy in the post-Cold War. Firstly, China has actively promotedconfidence-building measures with other countries in the world to strengthen themutual trust of all parties ,to avoid the occurrence of mutual suspicion andconflict . Secondly, in the Korean nuclear issue related to the peace and stabilityof Northeast Asia , China has taken some active consultations with relevant nationsand taken efforts to push forward the sixparty talks and to maintain the regionalpeace and stability of Northeast Asia.Thirdly,China has kept restraint in the SouthChina Sea issue which is concerning the core interests of China and strengthenedconsultations with concerned countries to prevent the escalation of the disputein the South China Sea which can affect regional peace and stability. In addition,China has also taken part in the peacekeeping operations within the framework ofthe United Nations and contributed to world peace.From the second part we can see that China has made great achievements in thepractices of preventive diplomacy,but bacause the preventive diplomacy of Chinastarted late, there are the following problems:firstly,because the interventioncolour of preventive diplomacy pose a challenge to the principles of“respectingfor sovereigntyâ€and“noninterference in internal affairs",China is misgiving in developing preventive diplomacy.secondly, the lag behind of Chinese theoreticalstudy of preventive diplomacy lead to the loss of discourse power.Again,ourcountry’s capacity to implement the specific preventive diplomacy in theinternational arena needs to be improved.The last part of the essay will make some prospects of chinese preventivediplomacy on the basis of previous analysis of the practices and problems ofpreventive diplomacy. The importance of preventive diplomacy will be accepted morewidely in China. Preventive diplomacy will play a greater role in the widernon-traditional security field, and to be an important way for China to practise“new security concept". |
