Studies On Implementation Of Public Policy Of Local Government In China

Public policy implementation process is an important link of the operation process of the policy and the key to achieve the expected effect and solve the practical problem. But in practice, the government at all levels and the institutions attach too much importance to the aim at a particular social public problem to make scientific, reasonable of public policy, and easily ignore the public policy implementation process of the system of scientific research, causing the relatively weak public policy implementation process. However, in the process of executing the public policy for the local governments, it is found a lot of problems, like the lack of standard, the poor ability of implementing policy, these factors make the execution mechanism incomplete, make loss for the overall effects. These problems damage the credibility of our government and shake the nation’s ruling legitimacy foundation.This paper will be divided into five chapters. The first chapter makes a research about the significance as well as issues of research and makes a research about the theoretical achievements of research both at home and abroad. The second chapter is about the related concepts and related theory of the topic, namely the public policy, and public policy executive main body, public policy implementation of the related theory in this paper. The third chapter makes a overall study of the problems of the local government policy implementation system, these problems are mainly: Perfunctory Implementation; Selective enforcement; Additional Implementation; Confrontational Enforcement; Mechanical Implementation and Wait-see Implementation. The fourth chapter analyses the reasons for problems of the local government policy implementation, they are:the own defects of policy, the lack of maneuverability and high quality; the inefficiency of local government; the low quality of policy implementing subjects; local protectionism; the low information communication system; The Chapter5puts forward the corresponding countermeasures to the problems mentioned above, they are:to improve the quality of the public policy, to improve the quality of the local government executive main body, to expand the decision social participation, to optimize the local government executive mechanism, to establish the policy evaluation mechanism. Through these measures, we aim to constantly improve and optimize the ability of local government policy implementation.
