Has been an important part of performance assessment of public management activities are a modern government. Government Performance assessment can play an important role in pushing forward the process of administrative reform, has been widespread concern worldwide. China is currently in a period of reform of the administrative system. Along with the process of transforming government functions, the importance of the government performance assessment activities show many local governments with their own work to a lot of attempts to explore the need for the Government Performance Evaluation. However, compared to Western countries, China’s local government access to government performance evaluation time is shorter, either from theory or practice and exploration, there is a gap with the Western developed countries. Especially in the face of building a service-oriented government, in the past simply to the level of economic development for evaluating the work of the government good or bad performance indicators has significant limitations, resulting in many local governments to focus only engage in unrealistic "face-saving projects, the blind pursuit of GDP growth and duplication of investment in construction, not only seriously damaged the local economic development potential, is not conducive to enhance the standard of living of the masses. The reason for such a situation is the performance management system is not perfect, performance evaluation standards to the lack of a scientific nature. Therefore, to establish the concept of scientific performance-oriented administrative philosophy, building a comprehensive set of scientific, government performance evaluation system and management mechanism, is an effective means to establish a code of conduct, diligent and efficient governmentThis article consists of five chapters. The first chapter is the introduction introduces the research background, purpose and meaning, as well as domestic and international situation. The second Chapter is the theory of local government performance assessment and value orientation, the main presentation and analysis of the performance evaluation index system theory, and build a service-oriented government context of performance evaluation index system to be followed by the value orientation. The third part analysis of the performance evaluation index system for the municipal government of Zhengzhou in Henan Province. This chapter take Zhengzhou City for example, combines the contents of the previous study of government performance evaluation index system, and to identify issues related to the reasons, to lay the foundation for the Government Performance Evaluation Index System and optimization. Mainly based on the previous conclusions, summed up the build ideas and principles of building a service-oriented government performance evaluation index system, after the overall framework of the Government Performance Evaluation Index System and process analysis, and some controversial issues explore.
