Directing by the standard of society and standard of civil, the service-oriented government is framed in the order of legal proceedings, established for taking the service duties of civil rights, takes the responsibilities for service liabilities, which with six characters, including people-centered, people-interacted, high effective, limited, transparent and governed by law. The functions of service-oriented government, focusing on the service instead of management, which express the basic intrinsic values through the economic regulations, market supervisions, social managements and public services.With the whole analysis of practices of the service-oriented governments in Dalian city, Nanjing city, Hunan province and etc, it can be concluded initially that the construction of service-oriented government lacking of the regulatory construction standards and the clear evaluation criterion; the systematic, scientific and regulatory evaluation system needing to be established.In this article, the evaluation system should be established with the principles of scientific outlook, purposiveness, quantitative analysis, manipulation and systematicness, which includes basic public service norms, governmental financial expenditure norms, governmental administrative practice norms, public participation norms, civil servants management norms, law norms, and others, totally6first-level norms and20second-level norms.Constructing this norms ensures the correct way of service-oriented governments’ development, and meanwhile, assesses the effects of establishing the service-oriented government scientifically.
