The Research On The Citizen Participation In Administrative Accountability

Citizen participation is a part of modern state governance, it is also the core of democracy. With the deepening of China’s reform and opening up and the developing of political democratization, the scope of citizen participation is expanded to more social affairs. Administrative accountability system needs citizen participation. Citizens to participate in administrative accountability effectively, on the one hand, Civil rights of political participation can be realized they will be more enthusiastic participation in the political. on the other hand, government’s response capabilities can be enhanced, service-oriented government can recognize the value of citizen.In the present stage, the situation of citizen participation in administrative accountability is not optimistic in our country. Including: awareness of citizens is not strong to participate in administrative accountability because the traditional political culture and political decision-making constraints, low level of institutionalization weakens the legitimacy of citizen participation in administrative accountability, asymmetric information affects effectiveness of citizen participation in administrative accountability and the low level of government’s answerability affects the enthusiasm of citizens. They cause the absence of the dominant position of citizens and made government’s credibility been questioned. In addition, although the number of studies on the administrative accountability is increasing,the research on citizen participation is rarely, these studies are scattered in minority works and can’t form specific academic achievements. Accordingly, I fully learn the research results related to academics, demonstrated the legitimacy of citizen participation in administrative accountability, the value of citizen participation and functional significance. By analyzing the situation of citizen participation in administrative accountability at this stage, including the progress and the current difficulties since the reform and opening up, from the material basis, citizenship, institution building, and the government answerability and so on, I defined the problems to be solved in this paper. And then, specifically discusses the experience of U.S. citizen participation, summarize the significance of our accountability system. Finally, focused on building administrative accountability which citizen can be participate in effectively, We believe that training civic the culture of accountability, raising awareness and the level of civic accountability, making systematic accountability, constructing the open and transparent information system are both the useful way to improve the system of citizen participation in administrative accountability. This article highlights the institutionalization of citizen participation in administrative accountability, stressing that only institutionalized citizen participation can make the effective participation in administrative accountability and improve the current administrative accountability.
