The Research Of The Path Of Citizen Participation In Administrative Accountability

Civil accountability is an important way of allogeneic administrative accountability,which plays an irreplaceable role in the administrative accountability, especially in recentyears. As the awakening of civic consciousness in our country, citizen participation ofadministrative accountability in the construction of responsible government plays animportant role, but it still exists in practice of civil accountability means, and has not enoughattention and imperfect on laws, regulations and other circumstances, so that the citizenparticipation accountability gradually exposes some outstanding problems in the process ofpractice. In order to make the citizen accountability play a greater role in the accountability ofresponsible government, it is necessary to study citizen participation in the path ofaccountability. In this article, author briefly introduces the basic concept of citizenaccountability, and then analyzes our country citizen accountability path of the system andexisted problems. On the basis of the advanced experience of western countries, author putsforward a series of related measures to improve our country citizen participation inaccountability path.This paper will be divided into five parts:Part I: Introduction. It mainly describes the background and research significance of this,researches the status home and abroad, research methods and the innovation of this thesis.Part II: the concept of citizen accountability and its legal basis. Define the concept ofcitizen accountability. Through the method of "five elements", it in-depth analyzes itsconnotation and demonstrates the legal basis and theoretical basis of citizen participation inthe accountability.Part III: Path of citizen participation in the accountability and effectiveness analysis. Itmainly introduces the citizens participate in the path of the system and the non-system. Theformer includes administrative litigation, administrative reconsideration, letters, reports, andetc; the latter includes network accountability, group events. After the introduction of eachpath, it makes a brief analysis of the path accountability of results.Part IV: The path of the foreign citizen accountability and reference to China. This partmainly introduces the following ways of foreign citizen accountability: opinion polls,hearings, public administrative proceedings, interest groups, and on which it analyzes itsenlightenment and reference to our country. Part V: On the basis of interpretation of citizen accountability path between China andwestern countries, it put forward the corresponding countermeasures to enhance theeffectiveness of citizen participation in administrative accountability, including: improvingand broadening the path of citizen accountability, formulating unified citizen participation inthe accountability of legal norms, improving the information disclosure system, improvingcitizen accountability procedures, enhancing the consciousness of the citizen accountabilityand safeguarding the rights and interests of citizen of accountability.
