Citizen Participation In Research Of Administrative Accountability In Our Country

Since2003, China began to implement the administrative accountability system has nowbeen11years, the administrative accountability system in terms of theory and practice havemade high speed development, extensive attention by scholars and citizens. With thecontinuous improvement of civic awareness and enthusiasm of citizen participation inadministrative accountability is unprecedented. As a kind of system of constrainingadministrative power and strengthening administrative responsibility, the administrativeaccountability system has improved the execution and credibility of government, whilepromoting the construction of a responsive, constitutional and honest government. Ourcountry’s administrative accountability has passed through several years’ practices which startfrom usage of it then to the academic study, that is because of the big wave of the usage rosethe research of the academic part, while some progresses have made. But at the same time it’sstill facing some crucial insufficiency. The reason lies in the obstacles of the participation inreality, including inefficient supply of institutions, blocked citizen participation channel, theimmaturity of the public society, the weak sense of responsibility of officials government andthe deficiency of the civics themselves. These obstacles have seriously restricted the citizenparticipation in administrative accountability. Our country is a modern socialized democracyone, the politic of it is to let people be honest to everything. By enhancing civil participationin administrative accountability is the deepest of democracy, and our party’s mission.This article is divided into a total of introduction, body, and conclusion three parts. Thefirst part is the introduction, the background of the proposed topics, as well as topics ofsignificance, the status quo at home and abroad, the research methods and research ideas andinnovation. The second part of the body, first demonstrates the concept of citizen participationin administrative accountability, and defines administrative accountability and citizenparticipation concept, further analysis of the theoretical basis of citizen participation inadministrative accountability. Second, mostly described the current problems of theadministrative accountability: the rage of the participation is limited, inadequate of the laws protection, the ways of the participation is blocked, weakness of the responsibilityconsciousness, and the reason of these problems. The next, describes the successfulexperience of the western countries in various aspects.The fourth part mainly talks about anumber of measures to make public participate in administrative accountability more better inour country, there are: improve the mechanism of participation, perfect the relevant laws andregulations, broaden the ways of the participation, remolds the officials’ concept of integrationof power and responsibility and building accountability culture. The last part is the conclusionof the whole text.
