This article is about the study of one prison’s human resource managing efficiency problems. It uses human resource managing theory to analyze prison’s human resource using situation, deploying efficiency and function implementing situation etc. Based on the analysis of the case, it decomposes how the human resource’s efficiency exert, compares prison human resource’s potential capability to exterior power, it finds that the problems of human resource efficiency managing in this case and proposes useful measures to improve the human resource management.Old prison human resource managing system can’t meet new demands of the new prison’s development. Due to the unreasonable structure mechanism, absence of scientific and standardizing human resource management, the lagging of supervising information managing and huge pressure of the police work, the whole prison police’s human resource efficiency is low. All the problems come from that human resource management is not adapted to the demands of new era. We must reform the human resource management system to use new human resource management methods resolve the problems solve these problems. A efficient human resource managing system help to achieve the aims of prison human resource management, to promote personal quality and group organizing efficiency of prison policemen, to back up the whole goals and functions of prison management.Based on the human resource management theories, it introduces the situations of common prison management work, elaborates the conditions of prison human resource management, explore the importance and applying value of human resource managing in prison management. In the example of one prison, we investigate the police force’s management and satisfaction situations, analyze the prison’s problems and status of human resource management, propose the advices that build scientific human resource managing system to improve managing efficiency. That includes performance evaluation system, the platform that integrates the exploration of prison human resource and rational deployment of police force. Through the improvement of the efficiency, it can achieve the enhance of police force’s law enforcement, the standardization of the police force’s conducts, the optimization of law enforcement’s environment, the maximization of the criminal penalty purpose and push forward the administrating prisons according to law.
