With the basic strategy for the rule of law and the China governed by law, national prison as penalty execution institution, plays an increasingly important role in the process of the construction in our country, and also receives more and more attention. Greater efficiency and effectiveness has been requested by the country, the government and the social public. At present, there are still many problems in the prison of human resource planning, recruitment, employment and incentives, and these problems have a direct impact on the level of the basic quality of prison police and law enforcement, and then influence the realization of prison employment objective. How to strengthen the management of the jail police, to fortify foundations of prison work, strengthen the security of prison development, increase work efficiency and effectiveness, will become primary focus of prison theory.Based on this, this paper will based on Person-Job of human resource management theory and concentrate study in XX Prison this pattern sample. Through analysis of the situation of the prison, team composition, organizational structure, jailer training, and the development plan, and so on,we find the jail in human resources management especially people post to match the deficiencies, identify the key factors restricting the development of the prisons. It will solve the problems referring unscientific evaluation in the human resource management, subjective and arbitrary allocation of staff presence, and job unsatisfaction. On this basis, from the reality of XX prison, insist to post adaptation, people post matching, the principle of individual and group synchronization development, guided by the theory of modern human resources management, building a prison people's police post competency model and the model of job satisfaction, and using a particular organization situation of post matching theory to enroll, post post setting, personnel distribution,etc, put forward the methods and countermeasures to solve the problem, to build effective path to promote the development of the prison.
