Leagal System’s Reform And Improvement On Convergence Of Tri-Networks In Chaina

With the rapid development of telecommunications and the network technology, convergence of tri-networks has become a hot topic in recent years and people’s word and life will be more convenient and efficient. Author analyze this problem and believe that the problem is attributed to the lack of legal regulations and the problems of relevant legal system related to convergence of tri-networks. In our country, we need clear legal norms and legal system to regulate the implication of technology. So, It is important to establish a unified law and construct the legal system which is compatible with the development of convergence of tri-networks if we want to promote the development of convergence of tri-networks.In this paper, I demonstrate the necessity of the construction of legal system which is compatible with the development of convergence of tri-networks and discuss China’s existing legal system related to telecommunication. I analysis the problem in China’s existing legal system related to telecommunication with the development of convergence of tri-networks. Finally, I propose the general ideas of the construction of legal system which is compatible with the development of convergence of tri-networks based on overseas experience. Firstly, China should establish uniform law-"Telecommunications Act" and be commuted to the related legal system.
