In the 21st century, knowledge economy gradually replacesindustry economy, occupies the leading position of economicdevelopment, intensifies the pressure of survival and development,which urges all of the organizations to mobilize everything theyhave and participate in the rapid development of society andeconomy. Therefore, the countries and governments begin to paymore attention to collecting, utilizing, controlling and exploringhuman resource. Meanwhile, with economic structure realizingtransforming and spanning development, the socialistic marketingeconomical system of China becomes more and more mature. Italso brings great pressure and challenges to the management modeof human resource department in the governments. At present,human resource management of municipal quality and technicalsupervision is not perfect, the application of modern humanresource management theory has not been effective and made toachieve the desired performance, these have become issues needto be resolved in quality and technical supervision department. In combination with the traditional personnel managementpractice, it is important for both theory and practice to introducethe new ideas, modes and methods of human resource management,promote the reform and improvement of human resourcemanagement system in the government departments and improvethe level of human resources management.Quality and technical supervision is a government departmentwho supervise standardization, measure, quality, foods andproduction safety, monitors special facilities according to the law.Because of historical factors and limited system, there exist lots ofproblems in the human resource management of Bureau of Qualityand Technical Supervision. On the basis of this, combining thepractical situation of Bureau of Quality and Technical Supervisionin the city of L, the thesis intends to analysis the main problems inhuman resource management of Bureau of Quality and TechnicalSupervision, these are, 1)human resource management is stillaffected by the traditional personnel management; 2)there is noclear line between administration and institution; 3)the evaluationsystem and motivation system are not standard. The three factorswhich affect the human resource management most are: concept ofhuman resource, system of human resource management andanalysis of human resource management environment. The thesismeans to offer some strategies to improve human resourcemanagement of Quality and Technical Supervision Department. Thestrategies are as follows: changing the idea of human resource;improving human resource programs; perfecting human resourcemanagement system; intensifying the level of development; reforming evaluation and motivation system; establishing excellentsupervision culture.
