With the vigorous development of society, people’s living standards are constantly improving, and there are more stringent quality and food safety requirements, so the Quality and Technology Supervision department must assume greater responsibility. Only with improved management of quality and technology supervision department training to improve their quality and ability, the quality of supervision and management is able to be enhanced.Performance evaluation is an important part in Human resource management, it has the functions such as foundation, direction, prompting, and intendance. It can inspire the potential of workers effectively, improve the workmanship and efficiency, by applying the method of modern performance appraisal to workers’of bureau of quality and technical supervision, and combine the checking results with the links of Salary distribution and post adjustment. In this paper, take the Quality and Technology Supervision in Z City for example, using performance management, compensation management, and organizational behavior theory of science, research performance management present situation and the problems that exist in the performance management system of the Quality and Technology Supervision in Z City and design questionnaire. In this study, we first analyze the current situation of performance appraisal in the Quality and Technology Supervision in Z City, system analysis the organizational structure, personnel structure and performance assessment methods in the Quality and Technology Supervision in Z City; the second, By investigating the Quality and Technical Supervision in Z City, identify the existed problems in the Quality and Technology Supervision in Z City, and analyze the reasons for problems; the first, proposed countermeasures for optimization problems from the implementation of the performance appraisal system, optimize performance index, improve performance appraisal implementation methods, protect the appraisal system, and use feedback mechanisms to improve staff performance appraisal in the Quality and Technology Supervision in Z City.For this study, the author based on the theory of performance appraisal, according to "ask questions, analyze questions and solve questions", propose countermeasures from the objectives, methods, the body and mechanisms of the paper improve processes, rational organization and integrated management.
