The problems of civil servants in the local People’s Congress of the People’s Republic of China (LPC) had been long existence, which is characterized by the irrational age structure incomplete knowledge structure, and the fewer opportunity of promotion as well as insufficient liquidity. In this paper, the author analyzes the present situations of cadre selection and cadre exchange, and its mechanism of LPC, so as to find out a more reasonable mechanism that accords with the Chinese system and combines with LPC’s reality.Firstly, the author has a comparison to system between the of National People’s Congress (NPC) of People’s Republic of China and foreign parliament, and shows their differences, also introduces the reformation of management system of LPC. Then an outline of LPC itself and the situation of its cadre selection and cadre exchange were conducted, the cadres structure and their growing course of LPC were described as well, taking G province as a case. Through a detailed diagnostic analysis for the current mechanism of cadre selection and cadre exchange in LPC, and a quantitative analysis with Logit to explore the factors impacted on the cadre exchange,_combined with a comprehensive research on a more rational mechanism’s law and its theoretical basis as well as its practical basis, finally, the author put forward the principle and aims for building a better mechanism of cadre selection and cadre exchange of LPC, and some concrete measures.
