Competitive selection has expanded the view of selecting cadres as it has the advantages of "democracy, openness, competitiveness and merit-based". It is an innovated selection, which has broken through the limitation of closed structure model of traditional appointment system by optimum selection. Cadres exchange system is an important cadre and personnel system which achieves the goal of getting cadres trained and optimizing the leadership structure through a planned, step-by-step disposition of the orderly flow of cadres. On one hand, if the cadres selected by competitive selection were transferred from other units, there exists the direct relevance between the running of competitive selection system and cadres exchange system. On the other hand, the cadre and personnel system is not a simple system mechanically adding up all the elements. The validation of each single system builds on the effective coordination with other systems. Competitive selection system and the cadres exchange system need mutual-convergence and mutual-support to have the optimal effectiveness of both by forming a resultant during the continuous practices.Comprehensive deepen reform requires the support of a deep and wide talent pool. The CCP proposed for the first time in2009to’introduce competition mechanism to improve the method of exchange candidates selection’. Selecting and appointing the right person who meets the job requirement by the competitive mechanism, which takes advantages of the objective test or evaluation and collective discussion to strengthen the self-restraint of the leaders in the selection and appointment of personnel. Through the rational and orderly flow, cadres not only get more polished on the multiple positions but also release them from the fetter of’favor’ gain from the long serving in one position. The effective convergence of competitive selection which combines objective test and subjective recommendation and the exchange of cadres which features the orderly flow and corruption prevention ensure the improvement the credibility in personnel selection and appointment and rectifying the malpractices of it to achieve the restructuring and optimization of cadres and personnel resources by the system. Therefore, this paper aims to systematically tease apart the development of competitive selection system and cadres exchange system, and do case study about the innovative convergence of them to objectively presents the status quo of the convergence of competitive selection system and cadres exchange system in of the institutional arrangements and practical exploration aspects. To analysis the convergence problems based on the status quo, to optimize the convergence of competitive selection system and cadres exchange system from three aspects: systematization, opening and legalization of the system and hope to maximize the utility of the systems jointly which creates the competitive, open, orderly, effective new method of selection exchange cadres.
