Real-time interactive intelligent cost control system, combined with development planning of intelligent power grid, starts from advanced intelligent power grid technology, by making use of modernized informational means of accommodation, relying on efficient data transmission and calculation processing technology, combined with construction of power marketing application system and power utilization information acquisition system, blending with advanced theoretical value of power marketing business, has provided powerful technical assurance for users to prepay electric cost, guaranteeing recovery of electric cost, strengthening risk control of electric cost, improving service level to customers and marketing management level, deepening automatic business treatment application and implementation of energy saving of the nation. The system is mainly applied in remote cost control area of intelligent electric meter, which provides real-time measurement of electric cost, measurement of residual amount for intelligent electric meters; according to the measurement result, it issues the orders of pre-warning, skipping and allowance for switching on to the intelligent meters through the acquisition system, and then the intelligent meters would execute the control orders.The system is based on service oriented SOA design theory to realize intelligent integration and management of service pieces; it adopts J2EE technology to realize its functions to improve flexibly, expandability, security and concurrence processing capacity of the system; it adopts workflow system architecture set up by international Workflow Management Coalition (WFMC) to meet international standard; It is equipped with constant intelligent task allocation capacity to satisfy concurrence and circulation of multitask; it also adopts image tool modeling and dynamic modification capacity as well as convenient&flexible flow control and management ability.The text carries out research and design to real-time intelligent cost control system, which mainly includes the following contents:(1) test comparison:To acquire meter data from the electric power acquisition system and measure electric cost, carry out benchmark comparison according to the measurement result and arranged baseline value. Carry out application of strategy according to the result of benchmark comparison, combined with customer control strategy, and the control strategy includes pre-warning strategy, shutdown strategy and power recovery strategy;(2) Application of cost control strategy:develop application of pre-warning strategy, shutdown strategy and power recovery strategy according to benchmark comparative result in combination of user cost control strategy;(3) double check management:Carry out double check to the shutdown and power recovery orders issued by the main station; for unsuccessful orders, promote manual shutdown and power recovery process;(4) Management of cost control strategy:Based on subdivided user classification, analyze business demand, design corresponding cost control mode and formulate unified regulations for cost control strategy and standard;(5)Management of operation quality:inspection and treatment of business operation quality, mainly include inspection management and event management;(6) comprehensive inquiry:Provide flexible and variable user integrated information system inquiry and statistics to satisfy daily requirements for inquiry and statistical distribution, such as real-time balance inquiry for users, cost control balance inquiry and statement statistics.
