Student Management is an essential component in the School Management, and its history of transition is also indispensable in the investigation of the course of development of Chinese school education. The student management of Primary Schools had experienced unprecedented great changes during in culture clash of "Ancient and Modern" and "East and West" from the Founding of Republic to the Outbreak of the New Culture Movement, after then to the Promulgation of the Saigon School System, which led to many changes and developments.This article discussed the history of the Student Management of Primary School in the Early Republic of China in the form of concentrated questions at that time, and tried to unfold the condition of the Student Management of it. The basis stages of this article is the Historical Event, and the main text includes three chapters:from the Establishment of the Republic to the Outbreak of the New Culture Movement, the author chose the following three questions:the Student Morality Cultivation, how to change Backward Students and the Student Management of the Primary School during the Summer Vacation as the discussed questions of Chapter One; Chapter Two discussed the Theoretical Discussion and Practice Situations of the Students’Autonomy and the management of the graduates during the period of the New Culture Movement; Chapter Three emphatically discussed the developments and reforms of the Health Management of Primary School——A Case Study of Shanggong Primary School in Shanghai, and then tried to explore and analyze the conditions of the Health Management in Primary School at that time.The Student Management of Primary School experienced the development process from "Following Old Conditions" to "Reference" and to "Transformation" during the16years,which reflected that the development of it was deeply influenced by Politics and Thought, leaving us lots of experience and enlightenment at the same time:the teachers in Primary School should learn from Foreign Theories and Methods,and at the same time integrate it with the country’s conditions, furthermore they should have both the Quality of Theoretical Attainment and the Ability of Practice, as the Level of Teaching Staff also influences the development of the Student Management of Primary School.
