The HSK syllabus,as the most significant component of TCFL, is bothinstructive and directive for teachers. Meanwhile, it also helps the students set goalsand make plans for their study ahead of time. Through the long-term practice ofteaching and learning Chinese as a second language, however, various faults andshortcomings of the present HSK syllabus had been exposed, the most troublesome ofwhich is the huge amounts of Chinese characters. The large quantity of charactersespecially annoys the foreign students without a background of Chinese characters.Quite a few researchers had proposed various suggestions for the revision of thepresent HSK syllabus. They argued that the chronic deficiencies of the existent HSKsyllabus had severely hampered the practice of compiling textbooks and teaching, andthus harmfully influenced the effects of teaching and learning. In spite of thesedissenting voices, there is still little progress in research or compiling a workable newHSK syllabus.Based on statistical analysis of the present HSK syllabus, this paper is aimed atrevealing its flaws and shortcomings, and then trying to improve and remedy it.Furthermore, this text discusses the字-辞distinction, the former refers to sinogram(character) unit which is the basic structure unit of Chinese, while the latter refers todiverse combinations of Chinese characters. Through clarifying the字-辞distinction,this article advances an idea called Ruling辞by字, which is conceived to help thelearners largely expand their vocabulary without increasing the amount of charactersthey have to learn. And this idea is expected to make the vocabulary learning moreeffective, thereby to guarantee the students’ future success of learning Chinese.
