Public Policy Analysis Of Rights Protection On The New Generation Peasant Workers’ Citizenization

New generation peasant workers refer to the young farmers who were born in the 1980s and 1990s and seek jobs in the city instead of working on the farm. The appearance of this group is the product of the changing in the labor market, besides this special phenomenon is relevant to the certain development of economy and society. According to statistics from the National Bureau of Statistics, there are about 120milloin new generation peasant workers in the labor market. The large group has attracted much attention from the academic and the conception has gradually appeared in the government documents recent years. In 2010years, the suicides of workers in the Foxconn shocked all the country and revealed the fact that this group people lived a hard life, which caused deep thinking of the whole society.The problem of this new generation peasant workers has been taken into account of the government agenda. It is high time that government tackled the problem of the public policy. The article focuses on the lifecycle of public policy and does a deep research and analysis about security policy which concerns on the process of new generation peasant workers’citizenship. Firstly, the article analyzes the causes of this disadvantage situation. Such as the conflicts between high consumption and low income, the pressure of competition, the imperfection of the policy and so on. Public policy formulation. Secondly, the article discusses the problems about the process of the policy. The imperfection of the policy is an important reason which causes the peasant workers stuck in the desperate situation. Under the guidance of progressive and reasonable principle, the article attach much importance on the thoughtlessly deficient policy about the social population flow and the relevant rights, what’s more, the article put forward many suggestions such as the policy about the arrangement of residence, perfection of the social security policy about the education, training and job, and the right to show their opinions and so on. At last, the article points out that the process of public policy implementing is confronted with many problems. The deficiency of the communication among the three parts and the adjustment is the main problem. To solve this problem, the article presents many methods and suggestions. Such as establishing the communication system between policy-makers and the peasant workers, ensuring the financial and material support as well as organizational support, promoting the interaction between policy implementer and the peasant workers and so on.
