In China nowadays, the development of counties is concerned with the steady of nation, and Township civil servants are the important power. Except civil service, they have to perform the mission of social service. Since long, Chinese government has do a lot of research on the encouragement content and system of Township civil servants, and get good performance, but there are still a lot of aspects needed to reform. How to activate the power of Township civil servants, has become an important research topic.The encouragement content and system of Township civil servants is complex system, could not be executed on only one measure, but need to execute on the aspects allowed by policy, such as salary, promotion, and spirit, and so on, to build a system, which is fit to regional development. Building an atmosphere on the whole which is good to the construction of civil servants, it needs to fit the requirement of polity, and needs to satisfy the psychology of Township civil servants, meanwhile, it must be in the supervise of society. Because of the particular situation of civil servants, quantitative index could only be used in salary, while promotion and spirit encouragement could not be fit to quantitative index, this is a fault of this research. For the gap of knowledge, some districts will emphasize on salary and promotion, but neglect spirit encouragement, and it leads to the decrease of encouragement.This paper does empirical research on the Township civil servants of Jinjiang, using relative theories, and does detail research on the encouragement content and system of Township civil servants in Jinjiang, basing on the comparatively with other counties who own prosperous private economy, and gets comparable research result. Meanwhile, it does some research on Minnan culture and spirit, analyzes the factors affect the effect of activity of Township civil servants, and get objective views, then takes up detailed suggestions, so as to offer some suggestions to relative districts, this is the meaning of this paper.This paper will be of grass-roots civil servants incentive content elements and system as salary, promotion, spirit to encourage, cultural atmosphere, and according to these four aspects. Jinjiang city were introduced in detail in the existing grass-roots civil servants incentive content and system elements and the results. And on this basis, put forward the wages and job pay a disproportionate, less job opportunities for advancement, moral encouragement utility is waning, culture atmosphere is uneven. Eventually around these four issues, combined with relevant literature, to perfect the jinjiang content and system of grass-roots civil servants incentive corresponding improving measures are put forward:through overtime, economic development incentives, production safety rewards and affairs of the people’s livelihood reward way to economic and social development indicators linked salary mechanism; To establish a more scientific and fair promotion mechanism, mainly including quantitative assessment index, integrate both short-term and long-term results of the inspection way, the mechanism of wing brothers and communication; Enriching the connotation of the reward, improve social acceptance and implementation of more effective moral encouragement; From ascending the sense of belonging, enhance competitiveness, diversify the three cultural Angle make with characteristic of jinjiang local authorities.This paper is composed of six parts. Firstly, talking about the related principles at home and abroad, the author describes the research ideas and approach of the paper, and some possible new points. Secondly, the author makes comparison on the incentive system of Township civil servants between Jinjiang and some relevant regions within and out of the province and gets some comments. Thirdly, the author makes exact analysis of incentive system of Township civil servants in Jinjiang by the materials from surveys and gets objective conclusions. Fourthly, he analyses the environment of Township civil servants in Jinjiang,, and points out the problems. At last, he gives some suggestions on the incentive system of Township civil servants.
