With the development of IT and coverage with computer applications, virtualsociety is developing constantly in China. Virtual society has both positive andnegative impacts in all areas of social life at the same time. Chinese government’sworking methods and management philosophy have undergone profound changes inthe context of network development. In order to meet the demands of the networkingage better, as well as to enhance China’s competitiveness in the international field ofthe Internet, our government still need to improve the virtual society managementcapabilities. This paper explores the virtual society management issues under theperspective of service-oriented government.The first chapter is the introduction part, pointed out the background of this study:the virtual social development and the deepening of China’s administrative reform.This part summarizes the existing study of the domestic and foreign scholars onvirtual society management, and describes the research method.Second chapter is an overview of service-oriented government. The new publicservice theory, the theory of responsible government and the Marxist People’sDemocratic theory is the theoretical basis of the service-oriented government. Thispart introduces the meaning and characteristics of the service-oriented government.The third chapter introduces the concept, the meaning and characteristics ofvirtual society, and analyses its positive and negative effects on real society. Thispart summed up the effectiveness and shortcomings of the current virtual socialdevelopment and management.The fourth chapter analyzes the relationship between virtual societymanagement and service-oriented government construction, pointed out that thevirtual society management is a service-oriented government functions in the newareas and new issues, but also an important supportive force to promote theservice-oriented government construction. Then this paper makes managementrecommendations that our government should build a "Four in One" system whichcontains technical support, legal protection, management innovation and personneltraining.
