Study On The Virtual Societycomprehensive Management

In recent years, with the rapid development of internet and information technology, the virtual society which is accompanied with the internet has changed the lives of people profoundly. And it has made profound changes in society. Consequently, the special feature and unique regularity of the virtual society have a profound impact on social public administration and service.It has requested us with more, newer and higher requirements for strengthening the virtual society governance and maintaining the social stability of China. How to accommodate the characteristics of the information society of the times, actively explore effective way to manage the internet, effectively improve the governance level of the virtual community, have become a very important issue in our public administration.Based on referring to the extensive relevant literature of domestic and foreign, the author conducted a theoretical analysis of the content of the virtual society. The author conducted a systematic analysis of the existing problems which are in the current virtual society. The author pointed out that the main currently existing problems such as the network legislation delay, the network moral education delay, the government governance control delay, etc. The author describes the current network regulatory practice and experience of domestic and foreign. Through the analysis of the similarities that of the virtual society governance and the public security governance, the author raised that the comprehensive governance of the virtual society is an effective method of control while combined with successful experience in the comprehensive governance of social security. Some models we can learn from the comprehensive governance of social security. We can establish a comprehensive governance system which is suited to the characteristics of the virtual society. The author proposed that we can establish the virtual society comprehensive governance system from the network legislation, the network moral self-discipline, the government regulation, non-governmental organizations participation, the international cooperation. The purpose is to expect the theoretical innovation and improvement. And expect to establish the virtual society comprehensive governance system gradually and improved.
