China has entered into a sensitive period of internationally recognizedsocial contradictions. Tremendous and profound social economic changes haveled to dramatic changes in the interest patterns and behavior values ofindividuals. This is highlighted by social conflicts, civil rights awareness,cognition, and modern means of information dissemination which areintertwined resulting in mass incidents occurring more frequently. Thisconstitutes a considerable impact on the economic order, political order, socialorder and people’s psychological expectations of reforming social costs. Whichseriousness reflects on the social order in China. Groups on the one hand havethe protagonist of mass incidents, on the other hand is the main objective of theGovernment to maintain social stability. Group psychological experienceemotions accumulation, inspiration and infection behavior. These three stagesare closely linked, so the government departments must have methods to copewith and have treatment strategies prepared for out-breaks. Let us name thisbehavior the "Stockholm Syndrome" base on the famous Stockholm bank robbery incident. Mainly for groups with antagonism toward thegovernment.Building emotional expression and interest expression channel methodsproviding the right way to vent, eliminating group incidents affects andmaintaining social harmony and social stability by preventing the negativefactors. The effective communication should create a positive image of thegovernment to establish and promote social stability.
