The issues of agriculture, farmer and rural areas have been beginning tohighlight at the beginning of the new century. the further development of the dualeconomy has made China’s urban and rural, industrial and agricultural developmenttrend to uneven situation and the gaps between them greater which has seriouslyhampered the further development of the Chinese economy.Dual economy theory tellsus that China must be committed to balance economic development in order to keep afurther development.Now,China has totally entered the stage of city driving rural andurban nurturing rural.The issues of agriculture, farmer and rural areas are the century problems inChina. The Chinese government has realized that one single policy can not solve thewhole problems which has to rely on themselves. Villagers’ self-governance,asA effective method to organize peasants to deal with the public issues, will keepworking in this construction.Villagers’ self-governance has developed for many years in China’s rural areasand has accumulated a lot of experience. What new features this self-governance willhave in the construction of new socialist countryside, how the relationship betweenthem and how to deeply build the self-governance for a bigger effect make the researchinevitable.This article tries to give a cognition based on this understanding.
