A Research On Jincheng’s Equalization Of Basic Public Service

Basic public services are build on the economic and social stage of developmentand overall level of a country, protecting the most fundamental rights to survival anddevelopment, to achieve the comprehensive human development. The equalization ofbasic public services is a dynamic process, which is changing with the growth ofeconomic and social development level. The advance of the equalization of basic publicservices is an important measure to protect and improve peoples’ livelihood, promotesocial fairness and justice, and maintain social stability, an important means to improvethe efficiency of resource allocation, deepen the system reform of Government andpromote the healthy development of Socialist market economy.This essay, take basic public service of Jincheng city as its research object, chosebasic education, health care and social security as its representative content. Using twokinds of quantitative analysis methods, use the method coefficient of variation andcomprehensive evaluation are combined to evaluate the level of different basic publicservices, and use the equalization coefficient method to evaluate the level of differentregions’ basic public services, considering no matter from the view of different basicpublic services, or from the view of different regions, the phenomenon ofnon-equalization of basic public services in Jincheng city is exist. Based on SPSS usingregression analysis to explore the main affecting factors to the level of equalization ofbasic public services of Jincheng city, found the level of regional economicdevelopment, government management, government financial capacity, the level ofconsumption and others are the main factors affect the equalization of basic publicservices. Then based on these factors, found in the process of promote the equalizationof basic public service in Jincheng city, the supply of basic public services and the needswere not mass, the financial security of basic public service supply is still weak, the evaluation system of government performance is still not complete. Finally, accordingto the existing problems, put forward reasonable solution countermeasures of theequalization of basic public services of Jincheng city for further promotion.
