Differentiation Of Basic Public Services Delivery. Equalization Orientation Research

The basic function for the government is to provide public service. In 2008, China's GDP per capita exceeded 3000$, besides, the foreign exchange reserve ranks the first in the world and the financial income increases every year. As a result, consumption concept, including the way and the contents of consumption has changed a lot. In addition, as consumer demands for diversification, consumption structure was further optimized. There is a trend that shows consumers tend to enjoy the service-oriented products, so there are more requirements for public service as well. However, it is a long-standing problem that the public service in China is of adequate supply but the allocation is not balanced, which constrained the development of economy and society and intensified the social contradiction. With the great development and reform in the past 20 years and the economy amount was more than 20,000 billion RMB. However, there are still some problems, such as, strong unbalance of economy between rural area and urban area, even among different parts of the whole country. As a result, it is essential to balance public basic service across the whole country with some slight differences according to different situations, which can solve potential issues to promote social fairness, develop a harmonious society and keep an impartial distribution. During this special time, it's significant to equally provide public service. It is practical to probe how to equalize the basic public service in order to relax the social contradiction and build a harmonious society. Unbalanced income and great distance between the rich and the poor are the direct barriers to build harmonious society. Therefore, the aim of public finance and the demand of building harmonious society are to concern about people's livelihood, try to increase the supply of the public product, equalize the basic public service, improve the economic situation in poor areas, and promote a harmonious development in different areas. Besides the first chapter,this paper is divided into five sections.Chapter two is mainly for the meanings and features of public service and equalization. We use the public goods theory and public finance theory to analyse concept of equalization of public services .In the history of China, the important Confucian idea of a harmonious society are about fairness, just and justice. Through this part we can make sure the features of public service and it's equalization to facilitate our further research.Chapter three give us a view of the equalization of public services in our government and foreign government. Also, this useful analysis will do much better to our country. The research of Chinese public services started only in recent years. Social security and production safety system is improved constantly. A harmonious socialist society is on the way.Chapter four focuses on the factors of public services equalization. The level of basic public services are decided by many factors, there are some main factor as follow: (1) Because of various areas innate (natural, historical, geographical and social) differences, or policy differences between different areas after the reform, the level of economic development is very obvious, and the financial capacity of the provision of public services is impacted. (2) The cost of public services will also have differences in the same items of expenditure. Through the analysis above, we get an idea that different regions take different methods of providing equal basic public service.The last part is the conclusion. Balanced public service is a dynamic process with different levels and stages, so different ways of distribution should be considered in different developing stages. Meanwhile, with different levels of development in economy and original differences among areas, we combine the traits of the three main areas to provide equal basic public service. In addition, we try to explore better ways in different areas to realize equal distribution. Therefore, it is important to make reasonable dynamic progress with a gradual, practical, effective basic public service providing format, to realize equal basic public service in a regular way. To build a harmonious society is the main task of"11th Five-Year Plan"period. This requires innovate the supply of public services mode, different regions should take different way of public service to achieve equalization for building a harmonious society.
