The Training Of County-level Civil Servants Under The Service

To build a service-oriented government is an important task raised from theoverall situations of constructing.The Socialism with Chinese Characters under newhistorical conditions, which is of great significance to thoroughly implement theScientific Outlook on Development and to construct the harmonious socialist society.The12th Five-Year plan in2011clearly put that:" Give full play to the government’sleading role, strengthen the social management and public service function, build aservice-oriented government and improve the service-oriented management ability."To build a service-oriented government, the first we need to do is to set up a civilservants team equipped with high political and professional quality and with strongsense of servicing. Civil servants at the county level in this team are the main body,who face people directly and are the specific policy executives. Therefore, the servicequality of the civil servants at the county level directly relates to the party’s positionand image in people’s heart and relates to the level of the construction of theservice-oriented government.The training of civil servants at the county level has its own characteristics, andtherefore, this paper hopes to promote the further development of our country’s civilservants training at the county level, by taking the research achievements of thedomestic and foreign civil servants training as examples and by exploring the trend ofthe civil servants training at the county level under the service-oriented government.This paper takes J county in Hubei province as an example, through the analysis of thepresent status of public servants training at the county level and the requests of theservice-oriented government to the civil servants at the county level and such aspectslike these, in order to explore that the public servants training at the county level shouldinnovate the training idea, perfect the regulation guarantee system, make scientifictraining system, and improve the training quality evaluation system. This paper hopesit can spur more scholars to concern about the development of the area of the trainingof the civil servants at the county level under the service-oriented government, to apply more new point of views and new angles of views to analyze, and to present morefeasible countermeasures.This article is divided into six parts.
