Study On Promoting The Moral Quality Of Basic Level Civil Servants Under The Perspective Of The Service-Oriented Government

As the economy and society develop rapidly, the planning and controlling government is becoming obsolete.As was mentioned in Premier Li Keqiang's report to the Fourth Session of the 12 th National People's Congress that the government ‘should improve government functions, strengthen our administrative capacity, and deliver quality government services,and build a law-based, innovative, clean, and service-oriented government that the people are satisfied with, it is obvious that our government has made the service-oriented government the goal of government reform.The basic level civil servants demonstrate the government functions and represents the figure of the government. The moral quality of them is not only a personal affair but also very important to the construction of a real service-oriented government.Affected by the old government-oriented thought, personal moral quality of the basic level civil servants and lack of regulations, however, there's still a gap between the requirement of the service-oriented government and the moral quality of basic level civil servants. How to improve the moral quality of basic level civil servants and match it up with the government functions of the new era has become an urgent issue in the pursuit of a service- oriented government as the process of government reform goes further.Focusing on the moral quality of basic level civil servants in a perspective of service-oriented government, this essay is divided into four parts:The first part is the introduction of the background and meaning of the research and a collection and brief analysis of research on this topic from domestic and abroad, by which I determined the basic frame and method of research; the second part defines service-oriented government and basic level civil servants and stated the content and features of the moral quality of civil servants, on the basis of which the specific requirements of service-oriented government for the moral quality of civil servants and the necessity of improving the moral quality of basic level civil servants in the background of the construction of service oriented government are explained; the third part analyses the current condition of the improvement of the moral quality of the basic level civil servants, including the achievements and problems, and further makes an objective observation and analysis of the immoral deeds; the fourth part is the most important part which focusing on the idea of constructing service-oriented government,moderately completely and thoroughly discussed the ways and methods to improve the moral quality of basic level civil servants from the four aspects of improvement of their personal moral quality, building and complementing the laws and regulations, strengthening supervision and inspection and building a healthy outer environment.
