Scientific job analysis is the premise of scientific management. Under the impact of globalization, information technology, democratization and knowledge economy, the public's needs are becoming complex and changeable, as a result, it is difficult for government to apply job analysis to many emerging jobs. In the changing situation both inside and outside environment, how to study on the job analysis of the county level civil servants from this strategic degree of service-oriented government is a practical problem that should be solved urgently. In this way, job analysis will be more proactive and strategic, which can be effectively adapted to the new needs of the service-oriented government's human resources management, it can also improve the quality of county level civil servants and the administrative efficiency.This paper focuses on how to carry out job analysis of county level civil service strategically from the view of service-oriented government in China, trying to sort through the literature and combine with an analysis of the research questionnaire to identify the problems and causes that existing in the job analysis of county level civil servants, and to explore countermeasures on the basis of west countries'experience. This study shows that: job analysis of county level civil service is an urgent need for service-oriented government. There are some requirements for job analysis of county level civil service, that is, based on the strategy of service-oriented government, emphasizing the position of the future adaptation, the integration of the job and human, grasping the jobs systematically, paying attention to the dynamic management of job descriptions. At present, there are still some problems in the job analysis of county level civil service, such as: lacking of strategic orientation, lagging for operation, paying more attention to results than process, unscientific content, and the stillness of job description. According to these issues, this paper analyzes the reason from the angle of cogitation, method and techniques, systems, environment and information, learns from the experience of foreign civil servants'job analysis, and puts forward corresponding countermeasures and suggestions, the first one is to increase awareness of job analysis. The second is to carry out job analysis based on the strategic objective of service government. The third one is to analyze the current position through internal analysis. The fourth one is to identify and predict the future positions through gap analysis.At last, the conclusion summarizes the main arguments raised in the article, and puts forward suggestions for future research.
