Study On The Communication System Of Community Culture During The New Rural Construction

“The new socialist countryside construction” is a new bright spot for the new eraof” Three Rural Issues” by the fifth plenary session of the sixteenth central committee.The bright spot is “The New Countryside” cannot simply be understood as “The NewVillage”, but refers to the social-ecological systems which lets economic, political,social and cultural co-development under the socialist system, its ultimate goal is toachieve rural urbanization. But in reality, it is a very difficult thing for economic,political, social and cultural to development commonly. During the seven years of newrural construction, the successful examples are few, the research of rural governance isstill having the characteristics of low-level redundant, low-level vision and operation.This paper argues that the real reason that lead to the construction of new ruralshelved which lies in the right cultural communication system has not really established.During the new rural construction, many places tend to focus on the economicefficiency, ignore the importance of cultural construction, resulting the fine traditionalculture of rural decline, the modern urban culture cannot merge. Therefore, in order toallow the national mainstream ideology, modern thinking and values of rural villages,grassroots culture in the game with each other to find a balance and to be in thecontinuous integration of innovation, provide the spiritual motivation and intellectualsupport for the new rural construction. The paper takes Caihuatai villages, Baiyipingvillages and Xingyanping villages of the Caihua township of Wufeng Tujia AutonomousCounty as an example which are all in Hubei province, through understanding the localnature environment and historical roots, reaching the condition of the heritage cultureand new rural construction culture which protected and built, combined with the theoryof communication, political science, academic sociology and take the right measures tobuild the culture communication system of rural communities. This article is dividedinto five parts:In the first part: Introduction first briefly discusses the reason of this study, in theliterature review section, the paper gives domestic and foreign the condition and thepersonal summary，the content and the method which got in the research are in order toprovide date support.In the second part: Clarify the conception of community, rural community, culture,rural culture of community, and clarify the relationship between the culture of rural community with communication, clear the connotation of the new rural constructionand the relationship between cultural transmission.In the third part: Firstly, the paper described the geographical situation, theeconomy state and culture conditions which are in the Caihua township of Wufeng Tujiaautonomous county. Secondly, take the Caihuatai village, Baiyiping village andXingyanping village as examples, described the basic situation, the protection situationand heritage status of traditional culture of three villages,and the obtained dates are allfrom the research.In the fourth part: First of all, come to think the results in the research process, theresults are the culture and economic construction lacking coordination, villagers as themain persons participate the things of community are low and the culture informationcommunicate in village are lower than city. What is more, the paper put forward theidea that is building the culture communication of rural community system, then gavethe concept of the culture communication of rural community system and also analyzedits constituent power mechanism and significance, and finally, raised the whole systemto the height of universal application.In the last part: Do the conclusions. Sum up the values of the culture communicateof rural community system again and put forward the outlook.
