It is on1May2004that ten candidate countries mainly from the Central and EasternEurope joined the European Union that makes EU finish the first round of EastwardExpansion. In this process, because of the prominent minority conflicts in most of thecandidate countries, EU began to put the minority rights protection on the schedule.The paper named ‘the Minority Rights Protection Policies of EU from EastwardExpansion’ will discuss the content and influence of the minority policies respectively.The author, firstly, will try to analysis ‘The European Convention on HumanRights’ and ‘Framework Convention for the Protection of National Minorities’ whichare borrowed from the CoE by EU and its own policies, such as Racial Equality Actand the Charter of Fundamental Rights of the European Union. Content of thosetreaties and related cases will be narrated. In the part of the EU’s influence on the oldand new members, the author will emphasis on the new members’ changes of minoritypolicies and the effects of conforming to EU’s polices.Through talking about the above questions, the author believes that EU’sminority policies do produce important effects to the adjustment of Central andEastern countries’, although there are some problems in the content and practice ofEU’s minority protection policies. With the efforts of regional organization, such asEU, and the countries in Europe, the relationship among different minorities will tendto be gentle that gives lesions to other countries in the world. |
