Energy is always the key topic in the human history, Oil, gas and coal is the three important resources since the Industrial Revolution. As the development of the economy, the need of energy is the hit discussion in the word.As a new energy, Nuclear energy, abundant, economic, efficient, clean and so on, are increasingly becoming the object that more and more countries choose to support their economy. Gulf Cooperation Council-GCC also started to explore of nuclear energy, facing the drastically international energy situation.Abundant energy-oil and gas, becoming an important reason, make the Middle East being the hot spot in the word, in addition to the complex ethnic, religious conflicts and the important geographical location.December10th2006, GCC declared to explore nuclear energy. This decision of the GCC has aroused the great concern of the international community. With rich oil and gas, why the six Gulf countries are so interested in the exploration and utilization of nuclear energy? Recently, the nuclear issue (Israel, Iran) has been a hot issue in the Middle East. Undoubtedly, the six country’s nuclear energy exploration and utilization will have an important impact on the Middle EastThis paper mainly discusses the GCC policy of civilian nuclear energy exploration and utilization. Firstly, brief description and analysis that why the GCC to explore civilian nuclear energy, and then the development process, the feasibility, the response to international community, challenges and prospects.Finally, the impact on the Middle East, the international community, political and economy, pointing out that the move of the six Gulf countries will be likely to impact the world of geopolitics, energy structure, international relations. In the End of the paper, the article will point the positive and effective response measures should be taken for China in the face of this decision (the civilian nuclear energy development and utilization) of the GCC.
