A Study On The Household Registration System Reform In The Process Of Citizenization Of Migrant Workers

The migrant worker is a special transitional group during the stage of China’seconomic development and social transformation, who has made tremendouscontribution to our country’s urban and rural economic development and socialtransformation. However, because of our country’s long-term implementation ofdifferent household registration system, the migrant workers can not enjoy equalemployment, housing subsidies, social security and other benefits as the city dweller,the flow but no migration phenomenon has caused many problems and affected socialfairness seriously. Therefore, to push reform of household register system, give theconditional migrant workers urban resident identity, achieve the same worker rights andmake the migrant workers enjoy the same public service treatment with the cityresidents are the main task for the government reformation.This paper draws lessons from the domestic relevant theoretical research abouthousehold registration system, and makes a detailed description and analysis about thetypical cases of other parts of the country’s local government reform of householdregister system, in order to find inherent logic of Chongqing’s household registrationsystem reform. The result shows that, there are still many shortages in Chongqing’shousehold registration system reform, such as lack of incentive mechanism for migrantworkers leaving countries, the safeguard for entering the city and the integrationmechanism, whether the local government has sustainable public finance paymentability is a problem which are worth us to discuss.Through the above analysis, it conclude that the local government’s reform ofhousehold register system must make clear the direction is to provide equalization basicpublic services for both urban and rural residents and protect their free migration rights.Therefore, this paper gives the following suggestions about promoting citizenization ofmigrant workers through the household registration system reform: First, the reformshould based on the circulation of rural land system and farmland requisition systeminnovation, and protect the rights and interests of the migrant workers’ land propertyincome; Second, unify the social security system and improve the payment level ofendowment insurance of migrant workers; Third, explore a new mechanism for themigrant workers to blend in the city and promote them into the city civilizationpsychologically; Fourth, ensure that the local government has sustainable payment ability to provide equalization public services.
