Migrant worker is a special phenomenon of our country, and it is connected withthe rapid development of agriculture and urbanization. Among them, those who wereborn after1985are called new generation rural migrant workers. They come from ruralareas, have received some educations, are eager to integrate into city life, and havehigh level needs in material and spiritual aspects. Currently, the new generation ruralmigrant workers are more than100million. However, under the dual economic andsocial structure, the new generation rural migrant workers work hard in cities but arelack of security there. The existing household registration system has negative impacton political rights, employment rights, education rights, social security rights, andsocial integration. On the one hand, the new generation rural migrant workers havemade an important contribution to the process of urbanization. On the other hand theyactually have no place to live in. These problems are caused by the existing householdregistration system, and also are the biggest obstacles of the urbanization. Unless theobstacles are cleared, the urbanization process will not be smooth.The paper is divided into five parts below:The first part is the introduction, introducing the research background andresearch significance, research review and prospective innovation, and the researchcontent and the research method. After the reform and opening up, a large number ofmigrant workers come to the city. There are about2.5hundred million migrant workers.Among them, those who were born after1985are called new generation of migrant workers. During the course of fast urbanization, the citizenization of the newgeneration of migrant workers is related to the new rural construction, and also relatedto the speed and quality of the urbanization. The research has some significance intheory and practice. Scholars at home and abroad have done some research, and theseare the basis of the research. The innovation part of the research is the background ofthe new-type urbanization.The second part is the definition of citizenization of the new generation ofmigrant workers and the household registration system. The definition of the newgeneration of migrant workers is from the definition of migrant workers, and migrantworkers are a special phenomenon of the process of urbanization. In the process, manypeasants move into the city. The new generation rural migrant workers are part ofmigrant workers, and point at those who were born after1980. The citizenization ofmigrant workers refers to the transformation from to peasants to citizens of socialstatus, work style, life style, and the value. The household registration system is a basicadministrative management system of the state. The household registration system ofthe new china has experienced the stages of construction, adjustment, and reform. Now,it is still in the course of reform.The third part is the effect that the current household registration system brings tothe new generation rural migrant workers in political rights, employment rights,educational rights, social security rights, and social integration. Many of the newgeneration of migrant workers give up the right to vote in their hometown, but theyhave not the right to vote in the city. The employment opportunities vary greatlybetween them, too. When it comes to access to education, the opportunities are alsounequal. In the aspect of social security rights, they are still part of the peasants, cannot enjoy the rights that the country and the state deliver to the citizens, and theirchildren can not be educated in the city like the citizens. The problems that exist in social inclusion are greater; there is opposition between the workers and the citizens.The fourth part is the reason that leads to the existing conditions. The formation ofsuch a situation is connected with many factors, among which the householdregistration system is important. The system restricts the free population migration, istied with the welfare system, places the higher threshold under the current reformsituation, cuts down the subjective wishes of citizenization of migrant workers, andencourages the opposition of the new generation of migrant workers and city society.These problems are due to the high wall that the household registration system erectsbetween the new generation of migrant workers and the urban citizens.The fifth part is the measure to promote the reform of household registrationsystem. We should know clearly the aim of the reform, and then make changes in thecurrent management systems. The ultimate aim is to ensure the freedom of migration,change the conditions of urban and rural system, eliminate the interest allocationfunction, strengthen the function of information statistics and management, ensure theequal citizen rights of peasants and citizens, and promote the development ofurbanization and industrialization. Therefore, we must reform the householdregistration system, separate the welfare function from the household registrationsystem, establish a unified household registration system between the urban and ruralareas, reform the household registration management system, and perfect the relatedsystem. So, we can restore the original function of household registration system,eliminate the negative impact of the various interests of the household registrationsystem brings additionally, and promote citizenization of new generation rural migrantworkers and the process of China’s urbanization.
