Study On Problem Of Citizenization Of Migrant Workers In The Background Of Reform Of Household Registration System

The Several Opinions on Deepening the Household Registration System Reform issued by the State Council in 2014 was the beginning of realizing integrated urban-rural household registration system.The biggest target group of this reform is the rural migrant workers.Rural migrant workers emerged with the transformation of China's economy and society,and they have made great contribution to the urban economy 's rapid development and the industrial structure adjustment.However,the dual household registration system enforces restrictions on rural migrant workers,creating large disparities of identities and rights,employment,public services and social security between migrant workers in cities and urban dwellers.As President Xi Jinping's report at 19th CPC National Congress clearly suggested,the principal contradiction facing Chinese society has evolved into the contradiction between the unbalanced and inadequate development and the people's ever-growing needs for a better life.The unbalanced and inadequate development is mainly illustrated by the unbalanced development between urban and rural residents,large disparities in urban and rural incomes and unbalanced development between urban and rural public services.Therefore,deepening the household registration system reform is one of the key steps to promote the development of rural migrant workers and therefore promote the balanced and full development of the economy and people's living standard.In the current period,deepening household registration system reform and steadily granting permanent urban residency to rural migrant workers have been strategically important in the national level and have caught the Party's and the country's attention.This paper is written on the perspective of household registration system reform.We conduct intensive research on rural migrant workers citizenization and its promotion of the full development of urban and rural residents.This study is of great significance to steadily promoting rural migrant workers citizenization and realizing their dream of gaining urban residency.The deep analysis of the citizenization of migrant workers is of both theoretical and practical significance.In the theoretical perspective,nowadays the simplistic and inefficient management method of Chinese floating population does not apply to 280 million rural migrant workers,so how to establish efficient and perfect management mode becomes an urgent problem for the government to solve;in the practical perspective,the citizenization of migrant workers is not only related to the integration of rural migrant workers,but also determines whether the agriculture,rural areas and farmers issues could be successfully handled,determines whether the urban-rural integration could be built,and determines whether we could finish building a moderately prosperous society in all respects.Only by realizing the citizenization of migrant workers could the development of a harmonious society be promoted smoothly and the two centenary goals be achieved.Six sections are mainly included in this article.The introduction part outlines the research background,literature review,research ideas and theoretical basis.Section two analyzes the historical evolution processes and close connection of the household registration system and rural migrant workers citizenization.Section three investigates the current living situation of rural migrant workers in Haikou with questionnaires,creates citizenization index system,calculates the current citizenization level of Haikou,and explores specific problems about rural migrant workers'willingness,urban society division,public service system and financial requirement.Section four points out the policy,location,economic and cost factors that restrict the rural migrant workers citizenization according to the results of the questionnaire survey,analyzes the influence of household registration system on citizenization,and specifically illustrates the influence of the dual household registration system on citizenization in workplace discrimination,human capital and social security.Section five designs the overall citizenization process according to the above analysis,and promotes scientific,reasonable and suitable policies on rural migrant workers citizenization from the perspectives of legislation,cost sharing,public services,city management,rural property rights and rural migrant workers' quality.Section six is the conclusion,suggesting that the government should improve social security on legislation during the household registration system reform so that there are laws for the reform to go by,gradually cancel social welfare services attached to the household registration system and achieve equal public services,and conduct related reforms in the field of city management,rural property rights,financial system and rural migrant workers' quality improvement.Only in this way could rural migrant workers adapt to the identity and ideas of urban residents after entering the city,thus realizing the real urban residency.
