The advent of the post-industrial society has not only changed the economic growth model,but also brought about many changes in social life and political life.The management-oriented government has been unable to adapt to the requirements of the times.In response to the challenges and opportunities of the times,the Communist Party of China put forward the basic requirements for the construction of a service-oriented government in the report of the 18 th National Congress.The service-oriented government assumes the service administrative function,and the service administration regards the service as the highest value.During this period,all administrative action choices of the administrative staff are based on the realization of the service value as the basic starting point and destination.These characteristics depend on the shaping of the independent personality of the administrative staff.Play a role,so under the administrative conditions of service,the administrative personality of the executive must have an independent personality.Combining domestic characteristics,domestic scholar Zhang Kangzhi believes that independent personality means “requiring public managers to promote his own independent thinking and autonomous actions to his personality”,and regards the independent personality type as the ideal form of administrative personality in the context of service-oriented government construction..The author believes that the independent administrative personality is at the ideological level,independently and spontaneously pursues a series of value pursuits such as service,justice and responsibility as the pursuit of individual administrative ideals.On the practical level,independent,free and spontaneous pursuit,realize the value and spirit of administrative behavior.Publicity of results and administrative behavior of services.In the realization of the social governance of service-oriented government and the connection between citizens,organizations and society,administrative personnel with independent personality play a pivotal role in the reality,play an important role in eliminating administrative anomie,radiating positive demonstration functions to society,and promoting administrative personnel.Continuously realize important practical roles such as self-worth and self-improvement.The premise of exerting an important practical role of independent administrative personality is to enable administrative personnel to shape an independent administrative personality.One of the connection points between the external environment and the internalized world-"the sense of organizational justice",that is,the external environment acts on the internalized world,which promotes the formation of an independent administrative personality.Public management organizations(governments),as a large organization that undertakes the title of social governance,when executives feel unfair in the organization,there will be negative emotions and behavioral choices;when executives feel fair in the organization,they will have positive emotions and behavioral choices.Because of the social governance functions undertaken by the government,the fairness of government organizations and the sense of organizational justice of administrative personnel have social significance.Through the analysis of the relationship between organizational justice and behavioral performance of administrative staff in administrative organization,it is found that the influence of organizational justice on the behavioral choice of executives and the positive role of behavioral orientation is consistent with the realistic characteristics of independent administrative personality.Organizing a sense of fairness to promote the shaping of an independent administrative personality is a viable approach and attempts to propose ways to improve organizational justice.
