Research On Building The System Of Community Service For The Elderly At Home In Rural Area

In the context of China’s rapidly aging population, the socialized aging service hasbeen put on the agenda as an important task. The model of community service for theelderly at home (CSEH) is promoting and implementing by many countries,characterized by low cost, easy to implement, and popular. This will be the main modelof the aged caring in our county. The service level between urban and rural area is quitedifferent. Currently, lots of cities have carried out the CSEH based on widely researchand accumulated some experience. There nearly is not any service of CSEH in the ruralarea where there are a large number of elderly, and the rural elderly can receive verylimited social sport. Together with the change of aged caring environment and limitresources, the problem of aged caring of rural elderly is an urgent issue to be settled.As a socialized model of pension service, the CSEH still emphasizes the crucialrole of the family which supplies spirit, caring and financial support, but it alsoemphasizes fully integrating social resources as well as combining community servicewith home aged caring in order to provide more help with rural elderly under thegovernment’s support and guide.Starting with the analysis of realistic basics, present situation and constraints ofCSEH in rural area, based on research and implementation experience at home andabroad, this paper wants to propose the system of CSEH which is suitable for our ruralarea. The CSEH of our country especially the rural area is at initial stage, which has abig deficiency and lacks proper planning and complete system. This paper uses themethods of theoretical research, comparative analysis, and field survey to explore thecontext and conditions of CSEH implement. At last, it will put forward policysuggestions about the reasonable construction of rural CSEH system. The constructionof this system maintains the principle of low cost, diversification, high efficiency andfeasibility and will be accomplished from four aspects including fund collecting, servicebody building, services supplying and services supervising. By this way, we desire toaccelerate the development of rural CSEH utility, make the rural elderly enjoy “the fivehaves” just as the urban elderly and then promote the harmonious society constructionof our nation.
