| The motivation mechanism of public organization directly impact the publicofficers’ work efficiency and functions of the public organization. Especially under theinfluence of the trend of globalization, the diversification of the public demand becomesa test of the efficiency of public organizations. When the creativity and enthusiasm ofthe public policies’ makers and implementers are fully mobilized through motivatingmechanism, the credibility of the public organization can be improved a lot. More andmore scholars start to pay attention to and put into the study and exploration of themodern human resource incentives, which is of great significance to explore the humanresource potential. We are continuing moving forward on the road of improving theincentives of public organizations.This article consists of six chapters in all. The introduction part mainly talks about thebackground and significance of the selected topic and research methods and researchobjectives. The key part of this paper is from chapter2to chapter6. In these fivechapters something about motivating mechanism of public organization in china will beelaborated from the view of Three circle theory. Inthe third chapter, the background of Chinese motivating mechanism of publicorganization will be stated from the requirement of international and domesticenvironment.
