China has the largest elderly population and is facing the most rapid aging problemwhich has already been widely affecting the economic development and social development.To build an aging community care service system which conform China’s specific nationalsituation and meet the objective requirements of aging population, has become the key tosolving the mentioned issues.Faced with the problem of aging population in China, it is undoubtedly of profound andpractical significance to carry out an in-depth research on pension services in urbancommunities, to explore how to better establish and improve the care service system of urbancommunity, to provide the elderly with more qualified care service and to make them bettercared.The community care service is put forward against the background of our country’saging population challenges and difficulties due to not being able to meet the requirement ofthe development of care services. Community care services refer to the pension service that islow-cost and all or partly paid by the government inside the community where the elderly areliving under the government’s policy and financial support. Family or organization pensionservice cannot meet the booming of pension service, so it is a necessity and must to adopturban community pension service in order to solve the pension problems currently in China.In recent years, Jinan Municipal Government has formed a working goal of the elderlybeing better cared, established and improved the pension service system based on communitypension service and society pension service, covered all of the elderly on pension service,combined the advantages of both family pension service and organization pension service,and set models to promote the community pension service system. Although a lot of energyand fiscal supports have been given, yet in general, community pension service is still a newcomer. We still have a long way to go on many aspects.Base on the above information, I could say that the work of community pension service has to be improved. That is to strengthen government’s leading role, continuously improve thefinancial investment, attract social forces to join the pension career, build market-orientedpension system, strengthen vocational and technical training, build professional services team,create a good social atmosphere, enrich the service content, provide high quality care servicefor the aged, improve community care service management system, establish and improve theevaluation system.
