The supply of local government public services is an important livelihood issues.The supply level and scope is not only related to the survival and development of thepeople, but also social fairness and stability .The main leaders of the CommunityParty and the government of China has always been giving high priority to the issue.March 5, 2012, Premier Wen Jiabao stressed that again:“in the the government workreport at the opening ceremony of the National People’s Congress and: "We mustvigorously develop science and technology, education; vigorously promote thedevelopment of medical and health sector reform, strengthen public health services ;vigorously promote scientific and technological innovation; create employmentopportunities, improve infrastructure and the living environment; strengthenmanagement services; enhance level of the quality and quantity of urbanization.”Asa local government, it is important to manage public service delivery as unremittinglywork, to place the safeguarding of people’s right to survival, development, rightsand interests in the forefront. Affordable housing has been a hot issue in the publicservice. And it is closely related to the basic interests of the people, to throughanalysising the issues of affordable housing, the author tried to strive to solve theproblem of local public service provision, and to attract better views of others.In this paper, a reference on the basis of the new public management theory, newpublic service, public choice theory and public governance theory , taking a case ofthe supply of affordable housing in Guizhou Province, the author analysis of severalmajor problems in the supply of public services exist:The structural imbalance ofsupply and demand, low coverage; less scientific of government performanceevaluation indicators, weak awareness of public services, the supply shortage of fundsand the big funding gap; not smooth implementation of policies and systems,noenough services. And the analyze their problems behind the intrinsic, such as greatdemand and short supply; single channels of supply; lack of accountability, lack ofsupply of intrinsic motivation; property rights is not eaqual to the powers; policysystem is not perfect, irrational institutional settings .Then learn from the advancedexperience of Hong Kong, Singapore, the United States, Japan and other developedregions and countries to try to put forward the public service of the local governmentsupply responses: an innovative modes of supply, increasing the supply channels forpublic service; Second, we must change the sense of administrative services, toimplement the chief accountability system; to improve local government powers and responsibilities, and increase the supply capacity of the public service; to establishspecial management, services, oversight bodies and regulatory regime.In this paper, the view that local government is the main providers of publicservices, and has an inescapable responsibility for public services supply. Supplyingof public services, as one of the four important functions of the government(economic regulation, market supervision, social management and public service) isan important task of building a socialist harmonious society. At the same time, theplay of the third sector initiatives to common governance of social problems is ageneral trend . The innovation of the paper is like this :Change the past financialanalysis of the shortage of financial resources lack of public services to a newperspective of he Government’s main functions and responsibilities. Then explainedthe need for the provision of public services and supply routes. From affordablehousing perspective, according to the the Guizhou actual analysis discusses the supplyof public services and put forward corresponding countermeasures and suggestions.
