The Citizen Participation Of Government Crisis Management Research In China

The deepening of the reform and opening-up policy and the advent of globalization brings us both opportunities and challenges. In the economic, political and other aspects of the rapid development at the same time, we will face more complex environment at home and abroad. At present, our country is in the period of social transformation, and the deterioration of ecological environment and a series of social problems, such as employment, transportation, education, social security, show our country society existing some deep-seated contradictions and problems. In recent years, China’s public crisis happened frequently in public security, public health and other aspects, which not only threatens seriously the people’s lives and property, but also is disadvantageous to the development of our country and social stability and unity. Therefore, the public crisis management has been more and more attention, and at the same time, the government crisis management research has also become the focus of research in the field of public management.When the crisis comes, simply relying on the government’s power is often not enough; after all, the government has certain limitations in use of both human and other resources. Therefore, we must give full play to the role of citizens with infinite power in the government crisis management, allowing citizens to actively participate in the government crisis management, improving the efficiency of government crisis management, causing the loss of public crisis to the minimum.Through researching our country citizen participation in government crisis management, this article attempts to explore a perfect way of the civil participation in government crisis management. The article is divided into five parts. The first part is the introduction, which mainly introduces the research background, research significance, research status at home and abroad, the research methods and basic framework of this paper. The second part mainly introduces some concepts relating government crisis management, which include crisis, public crisis, government crisis management and citizen participation, and elaborates some related theories, such as civil society theory, government failure theory and governance theory. The third part firstly summarizes achievements about citizen participation in government crisis management in China, then analyzes the problems in the current Chinese government crisis management of citizen participation, and analyses the causes of the existing problems from the aspects of citizens and government. The fourth part introduces the experience of some developed countries how to promote citizen participation in governmental crisis management, and summarizes the related construction to our country enlightenment. The fifth part through drawing lessons from the experience of developed countries, combining with China’s specific national conditions, improve suggestions about perfecting citizen participation in government crisis management.
